On-Call Traffic Engineering

South Portland

The City of South Portland retained Sebago Technics in 2008 to actively manage on a daily basis their new centralized traffic signal system – consisting of 17 signals in the Maine Mall area – the first Advanced Traffic Management System (ATMS) in Maine.

This initial assignment involved implementing coordination on two major corridors and organizing an on-going management plan to regularly monitor traffic patterns and volumes, as well as address system issues as they arose. Sebago has subsequently designed the communications and timing plans for 6 additional signals in the Knightville CBD to be added to this ATMS – bringing the total number of signals to 23 presently. A long-range Master Plan has also been prepared, which forecasts the incorporation of the remaining 17 signals into this centrally managed system.

In addition to traffic signal management, Sebago’s Transportation Engineers also provide the City with on-call engineering support to their Public Works and Planning Departments, as well as the South Portland Bus Service. Examples of the types of tasks that have been provided since 2008 include the following:

  • Design of new bike lanes and Ocean and Main Streets
  • Traffic Peer Reviews for new private developments
  • Development of an Impact Fee System for the Knightville Project
  • On-going support for the Bicycle and Pedestrian Committee
  • Preparation of grant applications for federal transportation funding through the regional MPO
  • Intersection safety and improvement studies
  • A “Road Diet” design and bike lane incorporation on East Broadway
  • Design of a new Multi-Use Path on Main Street using federal funding through MaineDOT’s LAP Program
  • New sidewalk designs on West Broadway and Westbrook Streets
  • Design of a new Transit Hub in Knightville for South Portland Bus
  • Design of the City’s first “Complete Street” on Main Street through Thornton Heights
  • Rehabilitation of Cummings Road and Westbrook Streets using MaineDOT’s MPI funding
  • Design of a GIS system for the management of the City’s traffic signals, street lighting, and all underground electrical conduits to satisfy Dig Safe
  • Construction administration and inspection services
