Project overview
High Street (Route 9) in Somersworth, NH is a major north-south arterial that connects Somersworth’s downtown and Berwick, Maine with the Spaulding Turnpike in neighboring Dover. Not only is this route a primary commuting corridor for area residents, it is also home to a number of large retail shopping centers, and therefore generates a large amount of conflicting turning maneuvers.

Sebago was retained through a competitive RFP process in 2020 for the design of improvements to six signalized
intersections along the corridor.
The project is being funded under the FHWA Congestion Mitigation and Air Quality (CMAQ) improvement program and administered through NHDOT as a Local Public Agency (LPA) Project.
The objective of the improvements is to improve vehicular traffic flow as well as providing ADA compliant pedestrian accommodations along the corridor. This will be achieved by replacing the legacy TS1 cabinets and TS2 Type 2 controllers with the latest ATC equipment, installing new above-ground vehicle detection, implementing coordination plans/timings and upgrading pedestrian facilities and signal equipment to current ADA standards.
The project also includes the implementation of a new Central Traffic Management System, which will allow the City and their traffic operations engineers to remotely monitor and optimize this signalized corridor using continuously collected traffic count data and several automated traffic signal performance measures (ATSPM’s). The Engineering Study completed for this project included a field inventory of the existing traffic signal and communications equipment by IMSA Level II engineers, as well as the recording of existing signal timing and phasing for each intersection to understand baseline conditions and be able to complete an alternatives analysis to identify a recommended improvement strategy.
This project is now in the Preliminary Design Phase with construction anticipated in 2021.
