Sebago Technics provided survey, landscape architecture, planning, permitting, and site civil engineering services for redeveloping MaineDOT’s former maintenance facility near the State House in Augusta. The challenging 10-acre site featured a 70-foot elevation change and required environmental remediation after sitting vacant for five years.

Project overview
The project included two office buildings: a single-story 25,000-square-foot building with 125 parking spaces and a three-story 100,000-square-foot building with 460 parking spaces, with first floors separated by 50 feet vertically. The developer purchased the site for the State of Maine, then leased the completed facilities back to state agencies.

Smart design for civic reuse
Key services included consolidating 23 parcels and discontinuing a public street for ALTA-level surveying, designing parking and circulation systems, and developing on-site utilities. Sebago collaborated with the Greater Augusta Utility District on a public/private partnership to replace aging deep sewer infrastructure with a new, higher-capacity system at reasonable depth, eliminating a combined sewer overflow discharge point. Utility improvements also include the construction of a subsurface chamber system with a sand filter to detain and treat stormwater from the upper parking lot.
Permitting was coordinated through the City of Augusta, Maine DEP, MaineDOT, and the FAA. The project features landscaped open space facing the Capitol building, creating park-like connectivity between the office complex and surrounding state properties, with full pedestrian accessibility to nearby facilities. Completed in 2020, this development revitalized an abandoned site in Augusta’s governmental core into a valuable asset for the city and state employees.
