project Details
Improving pedestrian safety and accessibility in South Portland
In 2020, the Broadway Pedestrian Improvements Project was awarded funding via a referendum vote. The project included pedestrian upgrades along Broadway, the Greenbelt Pathway, and the intersection realignment of Hill Street. Due to funding restrictions, the project was put on hold until receiving federal funding through the Locally Administered Project (LAP) Program (WIN 027356.00). The project is currently advancing through design with new crosswalk locations, new sidewalk, access management considerations, and drainage design. The design also incorporates bus stops on Broadway using a RRFB (signalized crosswalk) with push button to improve safety and accessibility to bus stops, encouraging usage of transit systems and increasing pedestrian connectivity. Sebago also completed the initial survey scan efforts and is creating the right-of-way maps on behalf of MaineDOT. The project is slated for construction in 2026.
In 2022, Sebago began due diligence and planning efforts to implement new pedestrian infrastructure and review crosswalk locations along Broadway and Church Street in response to local concerns regarding pedestrian safety. The crosswalk locations were reviewed utilizing the LiDAR data for the roadway and field verified for the required stopping sight distance. These efforts provided challenges as Broadway has vertical and horizontal curvature through this area, making the placement of crosswalk locations difficult. New sidewalk infrastructure was reviewed along the north side of Broadway from Whitehall Avenue to Lincoln Street and along Church Street to provide added pedestrian connectivity through the corridor. Sebago developed concept plans on aerial imagery and provided planning-level design with LiDAR data. These plans were supplemented with field visits to review potential conflicts with utilities and mailboxes, and to review preliminary grading challenges.
Due to the efforts on the planning study, the City was able to obtain a Community Development Block Grant (CDBG) and Municipal Partnership Initiative (MPI) funding to design and construct sidewalks along both Broadway and Church Street. These efforts were designed and surveyed in 2024 by Sebago, including new sidewalks infrastructure and pedestrian accommodations. The project was built in 2025 with Sebago supporting the City through Construction Administration and part-time inspection.
