PACTS Regional Traffic Management System (RTMS)

The Portland Area Comprehensive Transportation System (PACTS) aims to improve the region’s 250+ traffic signals through the development of a master plan focusing on developing a Regional Traffic Management System (RTMS) for ongoing signal operations.

Project overview

The goal of PACTS is to optimize the current roadway network of the Greater Portland Metropolitan Area through traffic signal management, direct remote management, and traffic signal monitoring.

Modernizing traffic monitoring

The RTMS program now includes eight member communities: Biddeford, Saco, Gorham, Westbrook, Scarborough, Windham, South Portland, and Portland, all with various needs and priorities.

Sebago Technics was first retained by PACTS in 2016 as a subconsultant responsible for ongoing maintenance and operations of the region’s 250+ traffic signals. In 2020, Sebago Technics was selected through a competitive process as the prime consultant to assist with an evaluation of the system’s communication network, functionality of vehicle detection, and in-cabinet equipment.

In addition to this evaluation, Sebago was tasked with developing a system-wide traffic signal master plan for the modernization and migration of the region’s traffic signals to MaineDOT’s Traffic Management Center in Augusta.

Phase 1 of this master plan has been approved for funding and is under design by Sebago through a contract with MaineDOT. Phase 1 will involve approximately 30 traffic signals in South Portland, Westbrook, and Portland and will serve as the foundation for the region’s future improvements.

Sebago currently has an on-call contract with PACTS for the ongoing maintenance and operations of the region’s signal assets which also involves proactive system checks such as functioning vehicular detection on a monthly basis.
