Sebago Technics was retained by the Town of Cape Elizabeth in 2019 to complete a planning level analysis of approximately one mile of Shore Road from the South Portland town line to the access to Fort Williams Park.

Project overview
The purpose and need for the planning study was to transform Shore Road to a multimodal corridor and gateway into Cape Elizabeth, while coupling necessary drainage and water main improvements into the overall roadway project.

Planning a traffic transformation
Sebago’s planning level efforts included safety analysis, a review of traffic volumes, meetings with Town staff, and initial utility coordination efforts with utilities located within the project scope area. Sebago developed concept plans and an estimate that illustrated reduced travel way widths, incorporated formal bicycle lanes, realigned intersections, and implemented esplanade space and landscaping where feasible. Sebago presented the concept plans and estimates for options of roadway treatments to both the Town Council and in a public forum to obtain resident feedback.
The results of the planning study allowed the Town to receive funding for the design portion of the project, as well as enter a partnership with Portland Water District to replace their aging water main in conjunction with the project. As such, in 2021 Sebago began efforts to collect existing topographical and survey data and began preliminary design. Following preliminary design was a robust public process, starting with initial one-on-one meetings with immediate abutters within the Cape Elizabeth “Business District” to discuss adjustments to on-street parking, beautification of the area, and safety implementations. Presentations to the public utilized both 2D drafted plans and 3D visualizations which were incredibly beneficial to communicate project goals. These preliminary design plans were then presented in an initial public meeting to obtain resident feedback, utilizing before and after visualizations created by Sebago in prominent areas of the project. Based on resident feedback, the preliminary plans were adjusted and then presented at the Town Council for additional feedback.
Preliminary design has been completed with associated cost estimates. The Town has shelved the project to pursue construction funding.
