Project overview
As part of a general services agreement with the City of Rochester, Sebago
Technics was tasked with developing a long-range plan to establish remote communications and modernize the City’s 18 traffic signals. A formal plan was developed and adopted by the City, focusing on maintaining a functioning, efficient system while leveraging modern traffic signal control equipment to proactively monitor specific aspects of the system.

project Details
In the fall of 2023, Sebago conducted field inventories of the City’s entire traffic signal network, including determining the locations and types of communication media present in the area. This resulted in an interactive database developed in Microsoft Power BI for the City’s use in understanding the type and age of all its traffic signal equipment. This data was ultimately fed into an asset management plan for the City, which estimated the total asset value of its signal equipment at approximately $4.6 million (in 2024 dollars), emphasizing the need to both maintain and proactively replace signal equipment on a regular cycle.
A traffic signal communication plan was also developed and shared with the City. This plan provided two options for the City to evaluate:
- Option 1: Communications provided by a combination of wireless radio interconnect and cellular communications through Miovision Core units at select locations.
- Option 2: Communications provided at all locations by way of direct cellular communications through Miovision Core units (eliminating all wireless interconnect).
After presenting these findings and cost estimates, the City ultimately decided to proceed with Option 2 to provide them with the most flexibility and reliability in the future. Sebago has recently overseen the implementation of Phase 1 of this plan, with the City planning to secure funding for future phases.
