Town of Cape Elizabeth Municipal Services

While our official contract with Cape Elizabeth began in 2015, our connection to the Town spans much further thanks to Senior Project Manager Stephen Harding, PE, who has continuously served as Cape Elizabeth’s Town Engineer since 1996.

This enduring relationship reflects the quality, responsiveness, and trust that define Sebago’s municipal work. Services provided include civil site engineering, transportation planning, surveying, landscape architecture, natural resource identification, permitting at all regulatory levels, ordinance drafting and revision, and peer review of development projects.

Our ongoing work supports both the Town’s long-term vision and day-to-day operations. Projects have ranged from roadway reconstructions and drainage system upgrades to paper street evaluations for recreational trail use. Sebago has also led engineering review for Planning Board applications, conducted feasibility studies for pedestrian infrastructure, provided construction inspection services tied to MS4 stormwater compliance, and addressed transportation deficiencies with detailed geometric analysis and recommendations.

Sebago’s multidisciplinary services allow Cape Elizabeth to rely on a single, experienced partner for both proactive planning and on-the-ground implementation—ensuring consistent progress, public safety, and environmental stewardship.
