Forward thinking local officials in Dover have embraced the notion of a citywide, centrally controlled traffic signal system to enhance signal maintenance response time, better manage customer complaints, reduce motorist delays on major arterials, lower fuel consumption, and reduce harmful air emissions within the City.
Working with Community Services, IT, and Police Department staff, as well as the City’s traffic signal maintenance contractor, Sebago’s engineers are in the process of implementing the vision for a state-of-the art, citywide, centrally managed traffic signal management system using high speed wireless communications. The platform that is being used is McCain’s ATC controller operated by Transparity central management software. Dover has a total of 35 traffic signals, 17 of which comprise 5 “coordinated” systems along major arterials across the City. Presently, 4 of these are on line, with the fifth scheduled in the near future. Sebago’s engineers have remote access to the central server through a secure VPN link to allow daily monitoring of system operations.
Real-time data collection 24/7 through the use of Gridsmart video detection at key locations is the foundation of this system. This information is being stored and used by Sebago’s staff to monitor volume and pattern characteristics of the network throughout the year and make refinements in signal programming to account for any observed background growth or seasonal variations. The City is currently awaiting the award of an FHWA grant to implement several Automated Traffic Signal Performance measures within this system to reduce the labor involved in processing the field data. When these features are installed, Dover’s system will be one of the most advanced in northern New England.
Dover, NHDOT, and UNH are also using this advanced central system to test some Connected Vehicle Technology in the area of Vehicle to Infrastructure (V2I) communications – a first for New England.
